Welcome to the Owner-builder application

Are you ready to commence your application? Doing your research and being prepared can assist with the timeliness of processing your application. Please read through the following checklist to make sure you are prepared and ready to submit your application.

Before filling in this form, you will have:

  • Read the Owner-builder information on the BPC website
  • Read the Owner-builder study guide
  • Successfully completed the Owner-builder eLearning assessment
  • Where the eLearning assessment indicates, obtain a WorkSafe Victoria white card or a current Construction Induction card by undertaking the Construction Induction training with a Registered Training Organisation (RTO).

Important! Supporting documentation is required with your Owner-builder application

You will be required to scan and upload supporting documentation. You can start your application, "Save as draft", and return later to upload documents where/if necessary.

If you do "Save as draft" be aware that some supporting documentation may have timeframe requirements. Please be sure to provide documents in line with their specific timeframes (see below).

If you are eligible to apply for an Owner-builder certificate of consent, the documents you may be required to provide (depending upon your individual circumstances) might include:

  • Proof of Identity - Photo ID e.g. driver's license, passport.
  • Proof of Change of Name - e.g. Marriage Certificate, change of name by deed poll evidence
  • Proof of your Victorian WorkSafe white card or a current Construction Induction card issued by an equivalent WorkSafe counterpart, if applicable
  • Proof of Ownership - A Registered Search Statement (RSS) or Certificate of Title, produced within 7 days of the submission of application. If you need to obtain an updated RSS, you can order your Register Search Statement online at www.land.vic.gov.au.
  • If the land is privately owned by the applicant and co-owners: If the applicant co-owns the land, a written statement in the form of a Statutory Declaration from each owner, stating that each owner authorises the making of the application dated within 28 days of the date the application is submitted. A blank Statutory Declaration form can be downloaded from: justice.vic.gov.au
  • If the land is owned by a Company/Body Corporate: a copy of a record of a current company extract from ASIC, dated within 7 days of the date the application is submitted, a written authorisation from the Directors of the body corporate to the making of the application and carrying out of the work dated within 28 days of the date the application is submitted.
  • If the land is owned by a Trust: a certified copy of the trust deed - together with any subsequent amendments - showing the name of the trust, the name of each trustee and the name of each beneficiary certified within 28 days of the date the application is submitted, written authority of the trustee(s) attesting to the trustee(s)’ authorisation that the beneficiary of the trust may make this application and carry out the work. This must be signed and dated within 28 days of the date the application is submitted.
  • If applicable, site plan, building plan, floor plan, planning permit.

Once submitted, an Owner Builder Certificate of Consent may take 21 days to be processed. If further information is required from you, this may add to the processing time.

It is a punishable offence under section 246 of the Building Act 1993 for any person to knowingly make a false or misleading statement or to provide any false or misleading information to a person or body carrying out any function under the Act.

Information Collection

Personal information provided by you in connection with this application is collected by the Building and Plumbing Commission (‘Authority’) under section 25C of the Building Act 1993 for the purposes of determining whether a certificate of consent can be issued for you to carry out domestic building work on your land. It is necessary to collect the personal information for the Authority to fulfil its duties and obligations under the Building Act 1993. If you fail to provide the personal information requested, your application may be refused.

The Authority respects your privacy. Your personal information will be collected and used in accordance with the Privacy and Data Protection Act 2014.

You may gain access to personal information collected from you by the Authority, provided that the Authority may require requests for such information to be submitted in accordance with procedures set out in, and in a form required or permitted by, the Privacy and Data Protection Act 2014 or other relevant legislation.

The BPC will publish certain details of Owner Built projects on its website. Details published will include the address of the property where the owner-builder works will take place, the date of the issue of the certificate, the number of the certificate, and details of the proposed building works.
